On March 15, 2019, New Zealand's world was turned upside down. Between the scars of past earthquakes and the horror of terrorism, this chapter explores a city's quest for resilience. Enjoy the episode. Keep your wings, le podcast. Chapter 10: Painful Reconstruction. The unthinkable has happened on New Zealand soil. On March 15, 2019, in the middle of prayer, a terrorist opened fire on two mosques in Christchurch. It was the deadliest attack in the country's history. 51 people lost their lives. It remains one of the highest death tolls for the Muslim community in any western country. The killer, driven by far-right extremism, had posted a manifesto and photos online to justify the act he was about to commit. To spread his toxic philosophy, he live-streamed his action on Facebook. These shocking hacks shook the entire country, a place usually spared from the horror of terrorism. I was in the southwest, deep into a trek, when the attacks occurred. I only found out much later from loved ones, once I emerged from the mountains and got a signal. New Zealand's reaction was exemplary. Prime Minister Jacinda Ardern immediately banned the sale of semi-automatic rifles, the kind used by the white supremacists during the shooting. The law was changed just weeks after the attack, showing the world that New Zealand was prepared to protect its people. Hardern's empathy was also acclaimed globally. She was seen wearing a hijab, embracing the families of the victim and referring to the dead simply as New Zealanders, regardless of their origin. Through her leadership, the country stood united under a single slogan. This is not us. On the road to Christchurch, messages of support, memorials, candles and teddy bears lined the window and sidewalk of almost every town. This national response was beautiful. It was a refusal to let hate take root. When I finally arrived in Christchurch, several weeks had passed since the tragedy. The first thing that struck me was the silence. The city felt like a ghost town. Was it because of the lingering threat? Or was it something else? Many businesses were shuttered. However, once I reached the city center, I realized the true cause. Christchurch has been hit by a series of earthquakes. Each as powerful as the last. Arthur is a Kiwi true and true. He's lived here almost his entire life. For him, the world shifted back then.
During the 2010 earthquake, I was in my final year of high school.
Arthur remembers.
The next day was supposed to be my graduation, so my friends and I were planning a massive party. To quick eat at 4am and wipe all our plans. I woke up in bed, the house shaking violently. It felt like it lasted forever. Everything in town was closed, but luckily no one was seriously hurt. And I was actually kind of happy I didn't have to go to prom. But February 2011 was different. I was the lifeguard of the biggest aquatic center in the city. I was watching the Olympic pool where the adults were swimming, eat it in the early afternoon. At first I thought it was just an after shop, we had been heading them constantly since September. I didn't panic, I started climbing down the 2m ladder, calm me. Halfway down I was thrown into the water as the woods started shaking harder than ever. When it stopped the complex was flooded and the walls were cracked. I went into work mode and followed evacuation procedures. Once outside, I stayed with everyone for an hour before letting them go. I worked in the same neighborhood where I lived. The surroundings were destroyed so I was terrified. I got home and found my parents, they were okay, but everything else was gone. The roads, the houses, everything. We had no power for a week.
I asked Arthur if that was why people abandoned the city. He notes, but had some nuance.
People left to rebuild their lives. Some never came back because of the trauma, but most returned. People in Canterbury are proud. They have a strong sense of community. They don't fear the big quays anymore because in their mind, big one means school that underground energy has been released. After shock, it's just the norm now. After everything Christchurch has been through, the city is probably the best prepared place and heard for disaster.
Yet despite his optimism, Arthur is deeply scared.
It affects every part of my life. In planes or elevators my anxiety spouts. I feel like the ground is still moving even after I step out of an elevator. In a plane, turbulence feels like tremors. When I ride in a new city I look around to see where I could take cover. I check the width of the street to see where I be safe if the building collapse. I worry constantly. In crowd or confined space my brain starts racing. What would I do if it happened right now? In a way, I'm always ready. I know who to call, what to do if the power goes out. I always have my phone, even where I'm not supposed to. I lost my DING 2011 and spent hours not knowing if my family was alive. So yeah, it changed my life. Christchurch reminds me of depression, PTSD and anxiety. People losing everything. Basically a city that would never be the same.
I couldn't help but draw a parallel to the earthquake I experienced in Taiwan, which traumatized me for a long time. But the state of Christchurch is still worrying. Even seven years after the disaster, many buildings haven't been rebuilt. Some are completely abandoned.
There are several reasons why the city is unrecognized.
Arthur explains.
The government didn't help enough. They didn't prioritize reconstruction and organizing everything took so long. People moved to areas where the infrastructure was still intact and never looked back. Christchurch was destroyed from the ground up, from the roads to the sewers. The government focused on the wrong things, neglecting the poorer areas that were hit the hardest. That led to a rising crime in the city we have today, which is one of the most dangerous in New Zealand with major drug and alcohol problems.
According to the World Atlas website, Cresture is ranked as the 9th most dangerous city in Oceania. As per reports, one third of the city's residents feel unsafe at night. While 92% of people there claim to feel safe during the day, only 60% felt safe at night. Alcohol fuel crimes are the primary cause of fear among the residents.
The years following the quake were supposed to be about speed, but the government kept cutting the funds. They are still bending standing today that should have been demolished years ago, just sitting there beyond barricades.
Artur continues his explanation.
It's finally starting to look like a city again. People are happier, but there's still work to do. February 2020 marks 10 years since the quake. We reckon it will take another 10 years before the city is truly transformed.
