Bocar est un expert junior consultant sur les questions migratoires, l’élevage et l’agriculture. Il a une expérience internationale ( VSI) comme secrétaire de rédaction d’une revue scientifique à l’Université Internationale de Rabat. Il était aussi chargé de l’analyse des besoin dans la Fondation Orient Occident à Rabat et chargé de communication à Oujda avec le projet PROMO( projet de protection des migrants de l’oriental).
