In dispensationalism, human government is considered the post-flood dispensation.
In this dispensation, mankind wants to make a name for himself and tries to build a city and a tower, whose top may reach unto heaven! Because of this God confuses the languages and scatters the people.
In the dispensation of human government is when we first start to see the words nations, countries, families, tongues. People are now answering to God through their leader.
From the tower of Babel to Christ's 1st coming mankind had a national identity and were dealt with by God according to that national identity.
